Data Collection Flow for Higher Education Institutions (HEIs) in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM)

1st Process for Collection: Issuance of Regional Memorandum

The Ministry of Basic, Higher, and Technical Education (MBHTE) - Higher Education initiates the data collection process by issuing a Regional Memorandum to all Higher Education Institutions (HEIs) in BARMM. This official directive establishes the legal framework and timeline for data submission, outlines the specific information requirements, and provides clear instructions on data formats and submission procedures. The memorandum serves as the formal authorization for HEIs to compile and submit their institutional data to HEMIS.

2nd Process for Collection: Releasing of Regional Memorandum

Following the issuance of the Regional Memorandum, the MBHTE - Higher Education formally releases the document to all HEIs within BARMM. This step involves distributing the memorandum through official channels, such as email or postal services, ensuring that each institution receives the directive in a timely manner. The release of the memorandum marks the commencement of the data collection phase, prompting HEIs to begin gathering and preparing the required data for submission to HEMIS.

3rd Process for Collection: Collection and Data Retrieval

Upon receiving the Regional Memorandum, HEIs in BARMM commence the collection and retrieval of the required data. This process involves gathering information from various institutional departments, such as admissions, academic affairs, and student services. HEIs are responsible for ensuring the accuracy and completeness of the data, adhering to the guidelines provided in the memorandum. The collected data is then compiled into the specified formats, ready for submission to HEMIS within the designated timeframe.

4th Process for Collection: Data Cleaning and Processing

After receiving the submitted data from HEIs, the MBHTE - Higher Education through Data Management Section undertakes the crucial task of data cleaning and processing. This step involves reviewing the submitted information for accuracy, consistency, and completeness. The regional office identifies and rectifies any discrepancies or errors in the data, ensuring that it meets the required standards. Once cleaned, the data is processed and organized into a structured format suitable for integration into the HEMIS database, facilitating efficient analysis and reporting.
